Summary of Decision:
All proposed increases to the co-payment rates for chronic care hospital patients and LTC home residents, and the increase to the LTC home preferred accommodation premiums as outlined in the Summary of Proposal section above have been approved. Additionally, the proposed increase to the dependant deductions for LTC home residents applying for a rate reduction has also been approved.

Summary of Proposal:
The Ministry of Health and Long-Term Care (the ministry) is amending the Ontario Regulation 79/10 made under the Long-Term Care Homes Act, 2007 and Regulation 552 made under the Health Insurance Act to increase the maximum rate that may be charged for basic accommodation for LTC home residents and chronic care patients to reflect increases in inflation. Effective July 1, 2013, the maximum rate that may be charged for basic accommodation will increase from $55.04 per day to $56.14 per day. This translates into a $1.10 change to the daily basic rate.

In addition, the ministry is amending the Ontario Regulation 79/10 made under the Long-Term Care Homes Act, 2007, to increase the maximum rate that may be charged for preferred accommodation in LTC homes to reflect increases in inflation. For semi-private accommodation, the maximum rate that can be charged will increase from $64.04 per day to $66.14 per day. For private accommodation, the maximum rate that can be charged will increase from $74.79 per day to $77.64 per day. These rates will apply to residents admitted on or after July 1, 2013 to newer LTC homes only, e.g., LTC homes classified as 'New' or 'A' and are generally aligned with design standards issued in 1999 and 2009, as applicable.

Older LTC homes will only be able to charge a maximum rate of $64.14 and $74.14 per day for semi-private and private accommodation, respectively. Residents admitted to newer semi-private and private beds on or after July 1, 2012 but prior to July 1, 2013 would be subject to the maximum rates of $65.14 and $75.89 per day respectively.

All residents residing in a LTC home before July 1, 2012 will be subject to the following maximum rates of $64.14 and $74.14 per day for semi-private and private accommodation, respectively. The higher rates for newer LTC homes reflect the higher costs of building and maintaining newer LTC homes. In doing so, the changes to the preferred accommodation rates will support the redevelopment of older LTC homes.

In addition, the ministry is amending the Ontario Regulation 79/10 made under the Long-Term Care Homes Act, 2007, to increase the deduction for dependents used in the calculation of a rate reduction to reflect increases in inflation. The deduction for the first dependant will increase from $1,295.05 to $1,320.95, and the deduction for each additional dependant will increase from $558.36 to $569.53.
