Summary of Proposal:
If the proposed regulations are made, laboratories and specimen collection centres licensed or seeking a licence under the Laboratory and Specimen Collection Centre Licensing Act would be prohibited, as a condition of their licence, from providing or offering to provide payment to donors for blood or blood constituents.

The prohibition against payments would include compensation for time, travel, commitment or any expenditure of any kind whether directly or indirectly. A violation of a licence condition under the LSCCLA may result in revocation or non-renewal of a licence by the Ministry.

Canadian Blood Services would be exempt from the conditions set out in the proposed amendments.
