Summary of Decision:
The Minister of Transportation approved an amendment to the Highway Traffic Act, Ontario Regulation 620/05 - High Occupancy Vehicle Lanes (HOV) for the purpose to allow single-occupant taxicabs and airport limousines until June 30, 2018, and green-plated electric vehicles permanently on provincial HOV lanes.
The amendment O. Reg. 188/16 to the O. Reg. 620/05 - High Occupancy Vehicle Lanes came into force on June 9, 2016, and is effective upon filing.

Summary of Proposal:
The Ministry of Transportation is intending to make amendments to the Highway Traffic Act, Ontario Regulation 620/05 - High Occupancy Vehicle Lanes for the purpose of extending the existing occupancy exemption that allows single-occupant licenced taxicabs and airport limousines on provincial HOV lanes for two additional years (June 30, 2018). The existing occupancy exemption to allow electric vehicles with Ontario green licence plates on provincial HOV lanes without passengers will be made permanent.
Allowing single-occupant plug-in hybrid electric vehicles and full battery electric vehicles with Ontario green licence plates on provincial HOV lanes on a permanent basis will continue to encourage the uptake of electric vehicles in the province and provide environmental benefits of promoting pure electric vehicles in support of the government's climate change objectives.
Extending occupancy exemption for taxicabs and airport limousines for two additional years will provide certainty to the industry, and allow the ministry to review this exemption as part of longer term highway network planning.
