Summary of Decision:
O. Reg. 206/19 amends O. Reg. 525/97 [Exemption from Approval (Official Plan Amendments)]. The amendment exempts the following municipalities from the requirement to obtain the Minister's approval of official plan amendments, excluding major updates (amendments adopted in accordance with section 26 of the Planning Act).

O. Reg. 206/19 came into force on July 1, 2019.

Summary of Proposal:
The Ministry of Municipal Affairs (MMA) is proposing a regulation under the Planning Act to empower certain municipalities within planning boards in relation to exemption from approval of official plan amendments.
MMA is proposing to amend Ontario Regulation 525/97 (Exemption from Approval - Official Plan Amendments) under the Planning Act in order to exempt certain municipalities from the requirement to obtain the Minister's approval of official plan amendments.
The proposed amendment would identify the following 12 municipalities which have up-to-date official plans, or are within a board that has an up-to-date official plan, as being exempt from the requirement to obtain the Minister's approval of their official plan amendments:
-Town of Kapuskasing
-Township of Joly
-Town of Kearney
-Municipality of Mattice - Val Cote
-Municipality of McDougall
-Town of Parry Sound
-Town of Smooth Rock Falls
-Township of Strong
-Township of Tarbutt
-Municipality of Whitestone
Purpose of Regulation:
The Province is committed to a sound, efficient and effective planning system that enhances local autonomy and streamlines decision-making on planning applications.
This proposed regulation would empower the relevant councils as the planning authorities for official plan amendment applications within their municipalities.
Other Information:
This initiative reinforces MMA's commitment to ensuring that decisions are made at the local level by municipalities that have up-to-date official plans consistent with the Provincial Policy Statement (PPS) 2014.
