College Introduction

In Ontario, the regulation of health professions is based on a self-governance model. There are 26 health regulatory colleges governing 28 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts.

Under the RHPA and the Nursing Act, 1991, the College of Nurses of Ontario (CNO) is responsible for governing the profession of nursing in Ontario. Under these Acts, the CNO has the authority to make regulations on a variety of subject matters, including regulations regarding registration requirements to the CNO. The proposed regulation is subject to prior review by the Minister of Health and the approval of the Lieutenant Governor in Council (LGIC).

Summary

On February 11, 2020, the government announced changes to offer greater choice for nursing students. These changes would permit colleges and universities to offer Bachelor of nursing degree programs on a stand-alone basis. For colleges, this will be the first time they would be able to offer the Bachelor of Science in Nursing (BScN) degree independently of a university partner.

Consistent with the government's changes, the CNO is proposing amendments to Part II (Registration) of O. Reg. 275/94 made under the Nursing Act, 1991 to permit applicants holding a BScN awarded by approved publicly-funded colleges to apply to the CNO to be registered nurses.

These changes will mean that graduates from approved BScN programs delivered jointly between universities and public colleges, university-only or public college-only will meet the credential requirement needed to become a registered nurse in Ontario.
