Summary of Decision:
The Ministry of Natural Resources and Forestry postponed the potential decision on the proposal to amend the Forest Management Planning Manual regulated under the Crown Forest Sustainability Act and to amend Regulation 334 under the Environmental Assessment Act to exempt Forest Management in the proposed Neskantaga Forest Management Unit.

Proposed revisions to the Forest Management Planning Manual (ERO # 019-6823) would, if approved, provide a process for First Nation communities in Ontario's Far North (including Neskantaga First Nation) to prepare and implement small-scale community-based forest management plans to support economic development opportunities.

Analysis of Regulatory Impact:
Not applicable. A potential decision was postponed on the proposal to amend the Forest Management Planning Manual regulated under the Crown Forest Sustainability Act and to amend Regulation 334 under the Environmental Assessment Act to exempt Forest Management in the proposed Neskantaga Forest Management Unit.
Analysis of Regulatory Impact:
This proposal supports Ontario's Forest Sector Strategy and Made-in-Ontario Environment Plan and will help strengthen partnerships with First Nation communities in Ontario's Far North while maintaining the sustainability of Ontario's Crown forests. The proposal will provide for:

• Economic opportunities for Neskantaga First Nation,
• Potential future opportunities in Ontario's Far North
• Energy alternatives for Neskantaga First Nation
• New investment potential in Ontario's forests
• Stronger partnerships with Indigenous communities

There are no new administrative costs or new direct compliance costs to business as a result of this proposal to enable the preparation and implementation of a FMP for the Neskantaga Forest.

Summary of Proposal:
We are proposing to revise the Forest Management Planning Manual (FMPM) under the Crown Forest Sustainability Act (CFSA). The amendment would enable the preparation of a Forest Management Plan (FMP) for the Neskantaga Forest located in Ontario's Far North. A FMP would identify an available wood supply to support Neskantaga First Nation's desire to develop a biomass energy facility which would reduce the need for diesel-based power generation.

Additionally, MNRF, in consultation with the Ministry of Environment, Conservation and Parks is proposing an amendment to Regulation 334 under the Environmental Assessment Act (EAA) to exempt forest management in the proposed Neskantaga Forest MU from the requirements of the EAA.
