Summary of Proposal:
The MMS for Municipal Highways regulation came into force under the Municipal Act at the end of 2001, and was later continued under the Municipal Act 2001, when that statute repealed the old Municipal Act. The application of the MMS to the City of Toronto was continued in Ontario Regulation 612/06 of the City of Toronto Act, 2006, commencing January 1, 2007. As required by the regulation, after five years the Ministry of Transportation undertook a review of the MMS. The Ministry asked the Ontario Good Roads Association (“OGRA”) to take the lead on the MMS review, and a Task Force was set up with representatives from MTO, OGRA, municipalities, the insurance industry, and the legal and engineering professions as members. The revised standards were enacted in February 2010.
