Summary of Decision:
The Ministry of the Attorney General made amendments to O. Reg 746/21 under the Liquor Licence and Control Act, 2019 (LLCA) to permit licensed manufacturers to request a Caterer's Endorsement if they hold a By-the-Glass (BTG) endorsement. The Caterer's Endorsement permits the licensee to sell and serve alcohol at an event that is held by a third party in an unlicensed area. The amendments create more revenue-generating opportunities for manufacturers with a BTG endorsement, while removing the cost and burden associated with either obtaining a Liquor Sales Licence for a tied house (previously the only option for a manufacturer to obtain a Caterer's Endorsement) or obtaining special occasion permits to be able to sell and serve liquor at events in unlicensed areas.
