Summary of Proposal:
As the ministry responsible for administering the Mining Act and regulating exploration and mineral development in the province, the Ministry of Mines recognizes hobby mineral collecting for its recreational and educational benefits to the public. The Hobby Mineral Collecting Guide ("guide") will provide better certainty to the public wishing to collect minerals for hobby purposes. The guide will define hobby mineral collecting, describe where it can take place, and describe the circumstances in which the ministry will exercise enforcement discretion. The ministry will not enforce the requirements of the Mining Act and its regulations where a hobbyist individual is hobby mineral collecting in accordance with this guide.
Analysis of Regulatory Impact:
This proposal does not result in new direct compliance costs.
The assumed baseline is that a client spends approximately 1hr contacting the ministry for information, including the research of land ownership in the area of interest occurring 50 times per year. With the new guide, we assume 80% less clients will contact the ministry for information pertaining to the guide and it will take 80% less time to identify the information they require (read the guide, contact the land owner (if any).
The implementation of this guide has an offset of -0.063. This has been verified using the Regulatory Cost Calculator.
