Summary of Decision:
A decision was made to proceed with the proposal. The proposal was implemented by an amendment to Ontario Regulation 244/97 under the Aggregate Resources Act. This regulation was filed by the Registrar of Regulations on August 18, 2023.

Analysis of Regulatory Impact:
There are no new costs associated with this proposal. The changes represent an estimated net administrative cost savings for the aggregates sector of ($16,750) annually.

Actual savings in any specific year will be determined by the type and number of applications received. The cost reduction estimates are based on consideration of existing trends data from two years of self-filed amendments, eighteen years of amendment applications (amendment policy), and average associated costs of completing requirements with external assistance, namely hiring a consultant. However, it should be noted that the ministry is only estimating administrative compliance costs, not what the proponents pay to comply with regulation and consultation on the regulatory proposal.
