Summary of Decision:
The Ministry of Natural Resources and Forestry has finalized regulatory amendments to Ontario
Regulation 354/16 under the Invasive Species Act, 2015 to classify 10 species and four genera as either prohibited or restricted invasive species.

These regulatory changes take effect on January 1, 2024

The regulation of these species improves Ontario's ability to prevent the introduction and spread of these and other invasive species, thus avoiding future ecological, social and economic harm and management
costs.
Analysis of Regulatory Impact:
Preventing the introduction, establishment and spread of invasive species is widely recognized as the most cost-effective method to manage the threat of invasive species.

Some species included in this proposal are currently available for sale through the horticulture and pet industry. The sales of these species are small and prohibiting sale of these species will not result in any significant negative economic or administrative impacts to businesses and stakeholders in Ontario. Sales of these species can be replaced by other available species which do not pose an ecological risk to Ontario's natural environment. Exemptions/transition periods have been proposed to facilitate compliance with the proposed rules.

This proposal will not result in additional administrative costs to business.
