Update of Brownfield Soil and Ground Water Standards

Summary of Proposal:
The Brownfield Site Condition Standards (Soil, Ground Water) were last updated in 1996 when the Ministry released the "Guideline for Use at Contaminated Sites in Ontario". Most of the generic standards that are currently used at contaminated sites in Ontario were developed between 1985 and 1996. There is now a need to review the standards setting models and criteria and update them with current science.

The document, "Rationale for the Development of Generic Soil and Ground Water Standards for Use at Contaminated Sites in Ontario" (Rationale Document) describes the procedures that are used for derivation of the new Tables of Site Condition Standards.

The proposed updated Table of Site Condition Standards is the result of the process described in the Rationale Document. An update to the existing standards will involve amendment to O.Reg 153/04 in relation to standards as well as the finalization of a document that will replace "Soil, Ground Water and Sediment Standards for Use under Part XV.1 of the Environmental Protection Act" published by the Ministry and dated March 9, 2004.
