Summary of Proposal:
National Safety Code (NSC) Standard 10 is a performance-based cargo securement standard that was developed with close collaboration between representatives of governments and industry in both Canada and the United States. This ensures that requirements are uniform and consistent with those in other jurisdictions across North America.

The standard is reviewed and updated from time to time. MTO is proposing to amend Ontario Regulation 363/04 (Security of Loads) to reflect changes made to NSC Standard 10 that took effect on January 1, 2011.

Based on feedback from industry, the amended standard clarifies the application and intent of some of the existing requirements.

MTO is also proposing to automatically adopt subsequent editions of NSC Standard 10 as they are amended, ensuring that Ontario's regulations are current and harmonized with other Canadian jurisdictions in a timely manner.

If approved, MTO is proposing that the changes take effect on July 1, 2012.
