College Introduction
In Ontario, the regulation of health professions is based on a self-governance model. There are 21 health regulatory colleges governing 23 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm's length from the provincial government and independently administer their own internal processes.
Under the RHPA and the Midwifery Act, 1991, the College of Midwives of Ontario (CMO) is responsible for governing the self-regulating profession of midwifery in Ontario. Under these Acts, the CMO has the authority to make regulations on a variety of subject matters, including registration, subject to prior review by the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.
Summary of Proposal
The CMO made changes to its Registration regulation to:
a) require applicants who fail the registration examination on their first three attempts to undergo additional education and/or training prior to writing the examination on subsequent attempts;
b) clarify that members may only hold a Transitional certificate of registration once; and
c) housekeeping amendments
