College Introduction

Under the Regulated Health Professions Act, 1991 (RHPA) and the Dental Hygiene Act, 1991, the College of Dental Hygienists of Ontario (CDHO) is responsible for governing the self regulating profession of dental hygienists in Ontario.

Under these Acts, the CDHO may make regulations on a variety of subject matter, including registration, subject to the prior review by the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.

Summary of Proposal

The College of Dental Hygienists of Ontario (CDHO) has made amendments to Ontario Regulation 218/94 (General), made under the Dental Hygiene Act, 1991 to:

1. introduce new labour mobility provisions that bring registration requirements into compliance with the labour mobility provisions of the Health Professions Procedural Code (Code), which is Schedule 2 to the Regulated Health Professions Act, 1991 (RHPA), as amended by the Ontario Labour Mobility Act, 2009 (OLMA);

2. strengthen public protection by requiring that applicants graduate from an accredited dental hygiene education program or equivalent;

3. strengthen the College's ability to determine the suitability of applicants and members to practise the profession by, among other things, requiring police checks, introducing a course requirement and updating the provisions relating to the suspension of members; and,

4. make miscellaneous and housekeeping amendments.

The proposed regulation was not posted to the Regulatory Registry during the CDHO's circulation periods of October to December 2008 and August to October 2009 since the proposed regulation was not required to be posted at those times.
