The discussion paper, which is available on the Ministry of Education's website at http://www.edu.gov.on.ca/childcare/modernizing.html, sought feedback on targeted medium-term objectives including the development of a new, more transparent approach to funding that responds to demand for services, helps stabilize fees, and improves reliability of child care. A formal 90 day comment period closed on September 24, 2012 and the ministry received approximately 400 submissions.

On December 18, 2012, the government released a new child care funding formula and framework to support the modernization of the child care system in Ontario. The feedback received on the Modernizing Child Care in Ontario: Sharing Conversations, Strengthening Partnerships, Working Together discussion paper helped inform the development of the new funding formula and framework. To support implementation of the new funding formula, O. Reg. 39/13 amends section 67.1 of Regulation 262 under the Day Nurseries Act related to sharing of costs.
