O. Reg. 609/06 (City Services Corporations) made under the City of Toronto Act, 2006 was amended by O. Reg. 158/13.

This amendment authorizes the City of Toronto and the University of Toronto to together establish a corporation whose purposes are restricted to managing and operating the athletic or aquatic fieldhouse or centre constructed and initially used in connection with an international athletic competition to be held in the City in 2015

Summary of Proposal:
The City of Toronto Council requested this amendment to facilitate ongoing operation and management of the Aquatics Centre and Field House being constructed for the 2015 Pan AM Parapan Games.

Current regulation:
All municipalities in the Province of Ontario may establish corporations to provide a system, service or thing on behalf of the municipality.
-There are several reasons a municipality might want to establish a corporation to provide a local service, for example:
-The corporation would provide the service instead of the municipality;
-Enable outside parties (such as broader public sector entities and businesses) to have direct participation through membership, share ownership or board representation; and
-Offers another means for the municipality to seek external expertise to help deliver services to residents.

The City of Toronto may establish corporations like other municipalities. See the City of Toronto Act, 2006 and the City Services Corporations regulation (O. Reg. 609/06).

The City of Toronto has requested an amendment to allow it to establish, together with the University of Toronto, a corporation to operate and manage an international aquatic facility for the 2015 Pan AM Parapan Games.

Toronto City Council requested this amendment to help facilitate the ongoing management and operation of the Aquatics Centre and Field House.

This facility is a key component of the 2015 Pan AM Parapan Games and the legacy it will leave.

Proposed amendments:
The proposed amendment would include the University of Toronto in the definition of a "public sector entity" in the City Services Corporation regulation, so that the City of Toronto could establish a corporation together with the University of Toronto, similarly to the way the City may establish corporations with other municipalities and the provincial and federal governments.
