Summary of Decision:
The Exemptions from the Act Regulation (Ontario Regulation 435/07) under the Private Security and Investigative Services Act, 2005 has been amended to support the Ontario Provincial Police (OPP) plans to use private security services for the Toronto 2015 Pan American/Parapan American Games. The change to the Exemptions from the Act Regulation is effective immediately upon filing.

Summary of Proposal:
Section 39 of the Private Security and Investigative Services Act, 2005 (PSISA) prohibits private security from working for/with police services. The OPP is leading the development of the security plan and has oversight of the Toronto 2015 Pan American/Parapan American Games from a security perspective. The OPP is evaluating the procurement of private security services to augment the security that will be provided by police services, including the OPP.
The proposed amendment to Ontario Regulation 435/07 will exempt the following licensees from section 39 of the PSISA:
- Licensed individuals who will be providing security services at the Toronto
2015 Pan American/Parapan American Games; and,
- Licenced business entities that employ them.
If approved, it is proposed that this regulatory amendment come into effect upon filing and will be valid for six months after the completion of the Toronto 2015 Pan American/Parapan American Games.
