Summary of Proposal:
The Ministry of Health and Long-Term Care's (MOHLTC) comfort allowance is a basic needs allowance for low-income long-term care (LTC) home residents and public hospital chronic care patients that ensures they retain a portion of their income on a monthly basis, after contributing to their accommodations, to use for personal needs. The comfort allowance amount is aligned with the Personal Needs Allowance (PNA) initiated by the MCSS to support low-income Ontarians for basic needs on a monthly basis and to maintain equity for all Ontarians who benefit from basic needs allowances. However, unlike the PNA, the MOHLTC comfort allowance is used to calculate the accommodation charge to allow a resident or patient to retain their income as a comfort allowance. It is not a benefit paid to the resident/patient.

In order to maintain alignment with the MCSS increase to the PNA, the MOHLTC has increased the comfort allowance for LTC home residents and hospital chronic care patients by 1%, which given the current practice of rounding, increases the amount from $134/month to $136/month. The increase would take effect beginning September 1, 2013.
