On December 18, 2012, the Ontario Farm Products Marketing Commission approved amendments to Regulation 753 (Grades, Standards, Designations, Classes, Packing and Marking) under the Milk Act. The regulatory amendments included the changes to classes 2, 3 and 4 as proposed. These changes came into effect on May 1, 2013. On May 15, 2013, the Commission approved a further change to Class 3 of the table. These amendments create a new class 3d for standardized mozzarella used on fresh pizzas by establishments registered with the Canadian Dairy Commission. Minor amendments were required to the definitions of classes 3a and 3b to exclude the cheeses defined by class 3d. These further amendments came into effect on June 1, 2013.

R.R.O. 1990 Regulation 753 (Grades, Standards, Designations, Classes, Packing and Marking) under the Milk Act, establishes various classes of milk. The classes of milk under the regulation are intended to be the same as the national Harmonized Milk Classification System. Milk is classified (and priced) according to its end use. Dairy processors report milk utilization by milk class, and provincial and national audit standards and programs are also based on the national HMCS.
The Canadian Milk Supply Management Committee (CMSMC) has approved a motion to implement a new milk class for shredded or diced mozzarella to be used by restaurant operators making fresh pizzas. The Canadian Dairy Commission asked provinces to undertake the required changes to provincial regulations. The class and price would be in force for a 3-year period effective April 1, 2013 and would be subject to a review and decision by CMSMC prior to its renewal.
