Summary of Proposal:
The Ministry of Transportation is amending Regulation 628 (Vehicle Permits) under the Highway Traffic Act (HTA) to authorize the Minister to refuse to issue or renew a vehicle permit for a commercial motor vehicle that is required by the HTA to be operated under a valid Commercial Vehicle Operator Registration (CVOR) certificate unless the permit holder/applicant is the holder of a valid CVOR. An exemption will be available if the vehicle is exempt from the requirements to be operated under the authority of a valid CVOR -i.e. an ambulance, a fire apparatus, a hearse, a casket wagon, a mobile crane, a motorhome, a tow truck or a personal use pick-up truck, or is a truck or bus that is leased by the permit holder/applicant to a lessee that holds a valid CVOR.

Ontario vehicle plate registration will be denied when the owner of a commercial motor vehicle for which a CVOR certificate is required by the HTA (trucks with a registered gross weight of over 4,500 kilograms or buses with a seating capacity of 10 or more) does not hold a valid CVOR. An exemption will be available to those who sign a declaration that the vehicle is exempt from the requirements to be operated under the authority of a valid CVOR -i.e. an ambulance, a fire apparatus, a hearse, a casket wagon, a mobile crane, a motorhome, a tow truck or a personal use pick-up truck, or the truck or bus is leased by the permit holder/applicant to a lessee that holds a valid CVOR.
