Summary of Proposal:
The Grape Growers of Ontario (GGO) has requested these amendments. The Commission has the authority under the Farm Products Marketing Act to make regulations amending plans for control and regulation of the producing or marketing within Ontario of any farm product subject to the approval of the Minister of Agriculture and Food.

Regulation 415 stipulates the number of delegates which may be elected to the Grape Growers' Committee from each of the six districts. The Grape Growers' Committee is made up of a total of twenty one delegates and this will remain unchanged. Each district is guaranteed at least one delegate on the Grape Growers' Committee and one director on the board.

Regulation 415 does not reference the ratio or the methodology used to determine the number of delegates by district allotted to the Grape Growers' Committee, it only stipulates the number of delegates.

The GGO uses a formula to calculate the number of Grape Growers' Committee delegates per district.

The GGO governance committee reviews the governance structure at least once every five years. In March 2013, the committee recommended that the formula weighting be adjusted to 60 percent on grower numbers and 40 percent on production.

The result of using this revised formula is that the Grape Growers' Committees in District 2 and 4 would have their delegates reduced by one, and District 1 would gain two delegates. The number of directors per district would not change.
