Summary of Decision:
O. Reg. 177/14 (Delegation of Authority - County of Northumberland) regarding the County of Northumberland was made under the Planning Act. The amendment delegates to the County of Northumberland the authority to approve plans of subdivision/condominium for the four lower-tier municipalities, as per the request of the County of Northumberland.

O. Reg. 177/14 (Delegation of Authority - County of Northumberland) made under the Planning Act came into force on September 16, 2014.

As a consequential change related to the making of O. Reg. 177/14, O. Reg. 176/14 was also made to revoke three regulations relating to the Pine Ridge Municipal Planning Agency which had previously exercised subdivision/condominium approval authority for the four lower-tier municipalities.

Summary of Proposal:
The Minister of Municipal Affairs and Housing is proposing to amend Ontario Regulation 353/02 (Approval Authority - Plans of Subdivision) under the Planning Act in order to delegate approval authorities under sections 51 and 51.1 of the Act to the County of Northumberland for the municipalities of:

1. Township of Alnwick-Haldimand
2. Municipality of Brighton
3. Township of Cramahe
4. Township of Hamilton

This would have the effect of giving the council of the County of Northumberland the power to approve subdivision and condominium applications within these four lower-tier municipalities.

It is proposed that the County of Northumberland would receive its new authority on September 16, 2014.

Purpose of Regulation:
The Province is committed to a sound, efficient and effective planning system that enhances local autonomy and streamlines decision-making on planning applications.

This proposed regulation would empower the council of the County of Northumberland as the planning approval authority for all subdivision and condominium applications within the relevant four lower-tier municipalities.
