O. Reg. 105/15 amends R.R.O. 1990, Regulation 737 under the NSBA.

This amendment adds the Power of Garbage Collection to the powers of the Local Services Board of Melgund. The Power of Garbage Collection allows the Local Services Board to establish and maintain a system for the collection and removal of garbage or contract for the collection, removal and disposal of garbage.

The Local Services Board underwent all of the necessary steps required by the NSBA to acquire the Power of Garbage Collection. These steps included consultations with inhabitants as well as a vote put forward to the inhabitants. Inhabitants voted unanimously in favour of the request.

MNDM completed the due diligence and the request was approved by the Minister of Northern Development and Mines. The Regulation was filed on May 7, 2015.

Summary of Proposal:
During the months of February and April 2014, the Local Services Board of Melgund undertook all of the necessary steps in accordance with the Northern Services Boards Act to request to vary its powers to add the power of garbage collection. These steps included consultation and a vote with its inhabitants.

Approximately 87% of the inhabitants (including Board members) present and voting at the meeting voted in favour of the proposal. The power of garbage collection would allow the Local Services Board to establish and maintain a system for the collection and removal of garbage or contract for the collection, removal and disposal of garbage.

There is no landfill site within the boundaries of the Local Services Board of Melgund. Inhabitants currently have to haul their own garbage to the closest waste disposal sites located in Wabigoon (32 kilometers) or the City of Dryden (53 kilometers). The Local Services Board does not currently have the Power of Garbage Collection. The LSB is proposing to contract garbage collection services to provide a garbage bin in a central location in the LSB area and to conduct garbage pick-up and disposal once every two weeks.
