Elimination of Adoption Licensing Fees

Summary of Proposal:
The government's decision to eliminate adoption licensing fees follows the 2016 Ontario Provincial Budget announcement which stated that "The government will be eliminating some fees, starting with licensing fees for adoption agencies or individuals to place children for adoption or to facilitate an intercountry adoption."

As such the Ministry of Children and Youth Services is proposing amendments to the Reg. 200/99 under the IAA and Reg. 70 under the CFSA. Following are the proposed amendments:

Elimination of subsection 9(3) of the Ontario Regulation 200/99 under the IAA.

Elimination of subsection 65(13) of regulation 70 under the CFSA.

Subsection 9(3) of O. Reg. 200/99 sets a fee that is payable on application for a licence or renewal of a licence under the IAA.
Subsection 65(13) of Regulation 70 sets a fee payable by an applicant for a licence or renewal of a licence to place children for adoption under the CFSA.

Currently the annual licensing renewal fee under the IAA is $1,800 and under the CFSA is $200. The proposed amendments will eliminate the annual licensing fees for adoption agencies/individual licensees.

Due to the declining rates of intercountry adoption many intercountry adoption agencies have downsized. The government is committed to reducing the financial burden on adoption agencies and supporting Ontario families wishing to adopt.

All interested parties are encouraged to provide feedback on the proposed regulation amendments.
