Summary of Proposal:
The Minister of Municipal Affairs is proposing to amend Ontario
Regulation 221/07 (Community Improvement Plans -Prescribed
Upper-Tier Municipalities) under the Planning Act in order to prescribe the District Municipality of Muskoka for the purposes of subsection 28(2) of the Act.
This would have the effect of giving the Council of the District Municipality of Muskoka the power to designate community improvement project areas and prepare community improvement plans for these areas. Seven other upper-tier municipalities already have this authority under O. Reg. 221/07.
It is proposed that the District Municipality of Muskoka would receive its new authority on the date the regulation is filed.
Purpose of Regulation:
This proposed regulation would authorize the District Municipality of Muskoka to designate any areas covered by the District's Official Plan as community improvement project areas. If and when any such area was designated, the District could, among other matters, prepare and adopt a community improvement plan for part or all of the area.
The community improvement plan of an upper-tier municipality may deal only with the following matters:
1. Infrastructure that is within the upper-tier municipality's jurisdiction.
2. Land and buildings within and adjacent to existing or planned transit corridors that have the potential to provide a focus for higher density mixed-use development and redevelopment.
3. Affordable housing.
