Summary of Proposal:
The 2015 Fall Economic Statement (FES) committed to streamlining Superload permits by amending the Highway Traffic Act to provide more options for escorting of loads, consideration of a streamlined and more efficient approval process including exploring enhanced permitting options. Subsequently, the Highway Traffic Act (HTA) was amended by the Burden Reduction Act, 2017 to provide for the direction of traffic by authorized over-dimensional vehicle escorts. The proposed regulation will authorize the Registrar of Motor Vehicles to appoint escorts. It will set out the prerequisites for appointment as an escort. Applicants for escort appointment will be required to complete an approved training course. The Ministry of Transportation is proposing to model administration of the Certified Private Escort Program after the current Driver Certification Program (DCP). DCP is a voluntary program which gives organizations the authority from the Ministry of Transportation (MTO) to train and test their employees/students for the purpose of certification.
The proposed regulation will provide requirements in the following areas:
• Driver Licencing
• Private Escort Vehicle signage and lighting
• Private Escort Persons clothing and signage
As escorts will need communication systems to safely perform their role; it is proposed that they be permitted to use two-way radios in the performance of their duties under O. Reg. 366/09 (Display Screens and Hand-Held Devices), similar to other persons already exempted from this regulatory requirement.
The proposed regulations are intended to meet the commitment to provide more options for truck operators moving escorted loads and to streamline the Ministry's approach to permitting the movement of excessively large and/or heavy loads while maintaining road safety.
The proposed regulation will provide requirements in the following areas:
