Summary of Proposal:
Currently, individuals moving to Ontario from another PT where they were insured under a publicly funded health insurance plan are granted OHIP coverage on the 1st day of the 3rd month following their arrival to Ontario. During this time, health care coverage for these individuals is generally limited to insured physician and insured hospital services only.

Patients must either rely upon private insurance (when available) or be able to self-pay for all other health care services out-of-province (OOP). This limited coverage is particularly problematic for patients who require access to home care services before their OHIP coverage takes effect.

To address this gap in coverage, regulatory changes are required. Provisions respecting OHIP eligibility and coverage are set out in regulations under the Health Insurance Act (HIA). The ministry is proposing to make amendments to provisions respecting OHIP eligibility in Regulation 552 under the HIA to provide immediate OHIP coverage for individuals moving to Ontario from another PT where they were insured under a publicly funded health insurance plan and require access to home care services.
