Summary of Decision:
In November 2018, the Ministry of Training, Colleges and Universities announced its proposal to de-prescribe 24 trades under the Ontario College of Trades and Apprenticeship Act, 2009 (the 'Act'). The Ministry consulted on the Ontario Regulatory Registry. The consultation closed on January 10, 2019.
After review of the public feedback, the Minister amended regulations under the Act to de-prescribe 12 voluntary trades, effective July 1, 2019.
The 12 trades that have been de-prescribed are:
1. Composite Structures Technician
2. Electrical Control (Machine) Builder
3. Fitter - Assembler (Motor Assembly)
4. Precision Metal Fabricator
5. Pump Systems Installer
6. Roll Grinder/Turner
7. Ski Lift Mechanic
8. Tire, Wheel and Rim Mechanic
9. Wooden Boat Rebuilder
10. Pool, Hot Tub and Spa - Service Technician
11. Pool, Hot Tub and Spa - Installer
12. Hardware, Lumber and Building Materials Retailer
The remaining 12 trades will continue be recognized trades in Ontario and the Ministry will continue to deliver apprenticeship programs for these trades. There are no changes for those registered in these trades. The Ministry will continue to engage industry stakeholders in these trades on best path forward.
Five regulations under the Ontario College of Trades and Apprenticeship Act, 2009 have been amended.
All the de-prescribed trades were voluntary trades. As of July 1st, 2019, Ontario no longer offers an apprenticeship program in these trades and the trades are no longer trades for the purposes of the Ontario College of Trades and Apprenticeship Act, 2009.

Summary of Proposal:
The Ministry of Training, Colleges, and Universities (the "Ministry") is proposing amendments to O. Reg. 175/11 (Prescribed Trades and Related Matters) to remove 24 trades under the Ontario College of Trades and Apprenticeship Act, 2009 ("Act") with little to no activity (e.g., little to no apprenticeship registrations, completions and industry demand, not a Red Seal trade, and no training delivery agents). The Ontario College of Trades ("the College") has recommended that these trades no longer be prescribed for the purposes of the Act.
Trades proposed for removal under the Act include (refer to attachment for full list):
• 11 Voluntary trades in the Industrial Sector
• 4 trades in the Motive Power Sector, of which 2 are compulsory
• 9 Voluntary trades in the Service Sector
A Minister's regulation specifying that no new training agreements be registered in these trades will be considered, unless it involves currently registered apprentices moving between sponsors in these trades.
In order to ensure that apprentices, employers and journeypersons have sufficient time to transition to other trades (and/or make any other transition measures they may see fit), the Ministry is proposing staged effective dates for the proposed amendments, as follows:
• De-prescription for voluntary trades to take effect July 1, 2019.
• De-prescription for compulsory trades to take effect July 1, 2020.
Any registered training agreements in these trades would be cancelled by the de-prescription date listed.
Existing apprentices in these trades would be encouraged to complete their apprenticeship program (if time permits) or transition out of the trade and explore other opportunities, including registering in another comparable trade. Active apprentices with skills and experiences equivalent to an apprenticeship program in a comparable trade could apply for trade certification through the College's Trade Equivalency Assessment service.
Those holding a Certificate of Qualification in one of the 22 voluntary trades would be able to continue practicing the work that is currently within the scope of practice for the trade.
The Ministry would implement a transition plan respecting the 2 compulsory trades.
