Summary of Proposal:
This proposal is to amend Regulation 628, section 15- to align the Highway Traffic Act (HTA) with the current IRP agreement, making it mandatory for charter buses to register under IRP in their home jurisdictions. Currently, charter buses are exempt in the HTA from the IRP requirements. This change would ensure Ontario remains compliant with the IRP and streamlines cross-jurisdictional travel, thus benefiting other North American jurisdictions. Ontario entered into the IRP to assist truck and bus industries in the province. As a member of IRP, Ontario is committed to applying the Plan as agreed to by member jurisdictions.
Analysis of Regulatory Impact:
Charter buses from other jurisdictions must pay fees to register under IRP before being permitted to travel in Ontario.
