This decision amends the Fuel Industry Certificates regulation under the Technical Standards and Safety Act, 2000 to simplify training requirements for individuals who refuel propane-powered vehicles at cardlock/keylock facilities and private outlets. It exempts those individuals from the requirement to hold a propane plant operator (PPO) certificate or record of training under the regulation, provided that certain conditions are met. Specifically, the authorization holder for the facility must provide annual and appropriate training to the person and must keep a record of the training. The Technical Standards and Safety Authority will inspect these records as part of propane site inspections. These changes come into effect on July 1, 2019.

Summary of Proposal:
The Ministry of Government and Consumer Services (MGCS) and the Technical Standards and Safety Authority (TSSA) are proposing an exemption - under the Fuel Industry Certificates regulation (O. Reg. 215/01) of the Technical Standards and Safety Act, 2000 - for individuals who refuel propane-powered vehicles at cardlock/keylock facilities and private outlets from the requirement to hold a propane plant operator (PPO) certificate or record of training under the regulation.
