Summary of Proposal:
The Energy and Water Reporting and Benchmarking (EWRB) initiative requires owners of large buildings to report their energy and water consumption, and greenhouse gas emission data annually to the Ministry of Energy, Northern Development and Mines (ENDM). The program is currently in year two of a three-year rollout (buildings over 250,000 square feet reported in 2018, buildings over 100,000 square feet reported in 2019 and buildings over 50,000 square feet are currently scheduled to report in 2020).
ENDM proposes to amend O.Reg. 506/18 to stop further rollout of the EWRB program to buildings under 100,000 square feet.
Though reporting would no longer be mandatory for buildings under the 100,000 square feet size threshold, they would still have access to the reporting tools and may make their reports on a voluntary basis. By making voluntary reports, these building owners could still benefit by being able to track their energy and water consumption and with enough data available, could access the benchmarking features of the EWRB program.
Analysis of Regulatory Impact:
The proposed amendment will not impose additional costs on businesses.
