Summary of Proposal:
The Market Rent Index (MRI) is one of the variables that Service Managers use to calculate subsidies to housing providers who operate housing projects under Part VII of the Housing Services Act, 2011.

The MRI, updated annually, is based on the Rent Increase Guideline under the Residential Tenancies Act, 2006.

Ontario Regulation 369/11 states that the MRI is, in most cases, "the guideline published under subsection 120 (3) of the Residential Tenancies Act, 2006". For 2021, the Rent Increase Guideline published under subsection 120(3) was 1.5%.

However, the Helping Tenants and Small Businesses Act, 2020 subsequently changed the rent increase guideline for 2021 to 0%, to provide tenants with financial relief during the COVID-19 pandemic.

The regulatory amendment clarifies that the value of the 2021 MRI for the purpose of subsidy calculations is based on a Rent Increase Guideline of 0%, not 1.5%.
