Summary of Decision:
O. Reg. 421/12 has been amended to accomplish the following:

Extend the membership fee exemption for individuals who held a Barber Certificate of Qualification (C of Q) under previous apprenticeship and skilled trades legislation.

These individuals can obtain a Certificate of Qualification in the trade of Hairstylist but are not required to pay annual membership fees to the Ontario College of Trades. These individuals are not exempt from the compulsory certification requirements under the Ontario College of Trades and Apprenticeship Act, 2009 and are required to hold a Hairstylist C of Q to practice their trade. The exemption will now expire on January 1, 2022.
Analysis of Regulatory Impact:
The amendment to the regulation is required to extend the exemption provided to Barbers who held a valid Certificate of Qualification on March 23, 2013 from paying a membership fee to the Ontario College of Trades.

This amendment will not result in any program, policy or financial changes.

Stakeholders affected are the Barbers who have been provided this exemption. The amendment is an extension of an exemption that has been in place since 2013. There are no policy, program or financial impacts on stakeholders.

Summary of Proposal:
Ontario Regulation 421/12 (General) under the Ontario College of Trades and Apprenticeship Act, 2009 has been amended to extend the exemption period which was set to expire on April 8, 2021.

This regulatory extension will ensure that Barbers who held a valid Certificate of Qualification (C of Q) in the Barber trade on March 23, 2013, from the former Ministry of Training, Colleges and Universities, will continue to be exempt from paying membership fees to the Ontario College of Trades (College).
