Summary of Decision:
The amendments to the Crown Forest Sustainability Act, 1994 proposed by the Ministry of Northern Development, Mines, Natural Resources and Forestry (NDMNRF) have been passed with the Supporting People and Businesses Act 2021.

Changes to the Crown Forest Sustainability Act will enable us to develop a streamlined authorization approach for the harvest of Crown forest resources for personal, non-commercial use (e.g., firewood, building products, and Christmas trees).

Currently, the licensing requirements to harvest Crown forest resources for personal, non-commercial use are the same as the licensing requirements for industrial or commercial use. The changes to the Crown Forest Sustainability Act provide the ability to develop a new, streamlined authorization and regulations for the harvest of Crown forest resources for personal, non-commercial use. This will make the approval process easier for clients, forest industry and government.

Analysis of regulatory impact

The amendment is focused on personal use, non-commercial authorizations. The Crown Forest Sustainability Act amendments are enabling and do not have a direct regulatory or financial impact to businesses.

There are no new administrative costs to regulated entities, as previously identified by the Regulatory Impact Analysis for the Crown Forest Sustainability amendments. No new administrative costs were identified for any of the amendments through the consultation period.
