Summary of Proposal:
All Ontario Municipalities have the option of establishing a Red Light Camera Enforcement Program. After formally notifying the Ministry of Transportation of their intent to establish a Red Light Camera Enforcement Program, an amendment to Ontario Regulation 277/99 is required. Once approved, an amended Ontario Regulation 277/99 will designate the City of Brantford as a municipality authorized to establish a Red Light Camera Enforcement program and also prescribes intersection codes for the municipalities to use when issuing red light camera offence notices.
Analysis of Regulatory Impact:
A Regulatory Impact Analysis is currently in progress. Preliminary analysis indicates that this change will impose no new costs to business. The Red-Light Camera program has been in place since 1999 and through program evaluation has demonstrated to improve road safety. This change allows the City of Brantford to participate in the Red-Light Camera program, establish where an offence occurred and collect associated fines. RLC is an optional participation program for all Ontario Municipalities. Municipalities have the ability to enroll into the program through the Highway Traffic Act. The province is responsible for the overall legislative framework and supporting regulations, while participating municipalities are responsible for enforcement.
