In Ontario, the regulation of health professions is based on a self-governance model. There are 21 health regulatory colleges governing 23 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm’s length from the provincial government and independently administer their own internal processes.

Under the RHPA and the Nursing Act, 1991, the College of Nurses of Ontario (CNO) is responsible for governing the self-regulating profession of nursing in Ontario. Under these Acts, the CNO has the authority to make regulations on a variety of subject matters, including prescribing a Quality Assurance (QA) program, subject to the prior review of the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council.

In accordance with this authority, the CNO has made changes to its Quality Assurance regulation that establishes a Quality Assurance program for members of the CNO who hold a general, transitional or extended class certificate of registration. The purpose of the QA program is to ensure the continued competence of members of the profession and to promote quality improvement.

The QA program, as prescribed in the regulation, includes the following components:

• Mandatory member assessment, to assist the College in promoting continuing competence and quality improvement of the member’s practice, by facilitating the nursing profession in meeting practice standards.
• Practice and peer assessment components that are designed to determine and assess knowledge, skill and judgment of the member.
• A component requiring members, if requested, to confirm compliance with the requirements of the QA program, and provide information to the QA Committee, if requested to do so.
• Where the Committee requires a member to participate in specified continuing education or remediation programs under section 80.2 of the Health Professions Procedural Code- a period of time is provided to the member to complete the requirement that must be met.
• General house-keeping items.
