Bill 23, the More Homes Built Faster Act, 2022 was passed by the Legislature and received Royal Assent on November 28, 2022.

The Ontario Underground Infrastructure Notification System Act, 2012 is amended to provide the Minister the authority to appoint the Chair of Ontario One Call's Board of Directors and, in certain circumstances, appoint an administrator of the corporation.
Analysis of Regulatory Impact:
These proposals do not add new burden on businesses, nor have costs to government or to Ontario One Call.

There are no new or increased administrative or compliance costs to regulated entities associated with these proposals.

These proposals do not add new regulatory burden on Ontario One Call members, who are underground infrastructure owners and operators, including gas and oil utilities, electrical utilities, telecommunication companies and municipalities.

Everyone in Ontario should be able to find a home that is right for them. But too many people are struggling with the rising cost of living and with finding housing that meets their family's needs.

Ontario's housing supply crisis is a problem which has been decades in the making. It will take both short-term strategies and long-term commitment from all levels of government, the private sector, and not-for-profits to drive change. Each entity will have to do their part to be part of the solution to this crisis.

Ontario needs more housing, and we need it now. That's why the Ontario government is taking bold and transformative action to get 1.5 million homes built over the next 10 years.

To support More Homes Built Faster: Ontario's Housing Supply Action Plan 2022-23, the government introduced the More Homes Built Faster Act, 2022, which, if passed, would ensure that cities, towns, and rural communities grow with a mix of ownership and rental housing types that meet the needs of all Ontarians.

These changes are providing a solid foundation to address Ontario's housing supply crisis over the long term and will be supplemented by continued action in the future.

Locating underground infrastructure is a vital safety measure in construction and supports key government priorities such as increasing the province's housing supply and improving access to high-speed internet.

In Spring 2022, amendments made to the Ontario Underground Infrastructure Notification System Act, 2012 were aimed at improving the locate delivery system, enhancing governance and oversight of Ontario One Call, and improving compliance tools. The government is now looking for additional ways to improve governance and oversight of Ontario One Call with measures that include allowing the Minister of Public and Business Service Delivery to appoint the Chair of Ontario One Call's Board of Directors and appoint an administrator in certain circumstances. These proposals would help improve accountability and oversight and be more consistent with requirements of administrative authorities.

Legislative amendments are proposed under the Ontario Underground Infrastructure Notification System Act, 2012 to provide the Minister of Public and Business Service Delivery the authority to appoint the Chair of Ontario One Call's Board of Directors, which would supplement other board governance powers contained in the Act to support a shift from an industry-centred Board.

This change, along with other related governance changes made in April 2022, would enhance Ontario One Call's Board framework and generally support a Board that is more balanced and representative of the industry as a whole.

The proposed amendments to the Ontario Underground Infrastructure Notification System Act, 2012 would allow the Minister of Public and Business Service Delivery to appoint an administrator of Ontario One Call in certain circumstances, which would align with other MPBSD administrative authorities.
