Regulatory fee increase for body transport services required as part of death investigations

Summary of Decision:
The transportation of deceased persons as part of a coroner's investigation is a critical front-line service provided by funeral establishments and transfer service operators (service providers).

Fees paid by the province to service providers are set out in a minister's regulation under Schedule 4 of O. Reg 19/15 of the Coroners Act.

The Ministry of the Solicitor General intends to make an amendment to this regulation to increase provincial rates for fees paid to licensed funeral establishments and transfer service operators and introduce a specific fee for after hours/holiday service. Beginning in 2024-25, fees would increase by 3.5 per cent annually over four years to account for inflation. Schedule 4 of O. Reg 19/15 would be amended as provided in the Attachment A.

The new fee schedule would be effective April 1, 2023.
Analysis of Regulatory Impact:
• There are no compliance costs for stakeholders related to this proposed regulatory amendment to increase the fees paid by the province for body transportation services.
• This regulatory amendment will provide increased stability and ensure that body transport service providers can continue to provide this critical frontline service.
