Proposed modernization of the Agricultural Research Institute of Ontario (ARIO) Act

Regulation Number(s):
O. Reg. 127/95
Instrument Type:
Act
Bill or Act:
Agricultural Research Institute of Ontario Act
Summary of Proposal:
The Agricultural Research Institute of Ontario Act was created in 1962 to establish the Agricultural Research Institute of Ontario (ARIO). The ARIO is a board-governed agency that reports to the Minister of Agriculture, Food and Rural Affairs. The ARIO Act provides the framework for the powers, responsibilities, legal authority, and the duties of the ARIO. Few changes have been made to the Act and it has served ARIO, government and industry well, but does not expressly reflect current and future research and innovation needs.

The Ministry of Agriculture, Food and Rural Affairs is proposing to modernize the ARIO Act.

If passed by the Legislature, a modernized act could include:
o Broadening the mandate and updating language to reflect today's research and innovation needs;
o Removing outdated references that may limit areas and scope of research;
o Eliminating overly prescriptive administrative and operational provisions;
o Updating governance provisions.

Please see the Proposal to Modernize the ARIO Act discussion paper in the link below which outlines the proposed changes.

In addition to the proposed amendments to the ARIO Act, OMAFRA is proposing to amend O. Reg. 127/95 to update the definition of agricultural lands.
Analysis of Regulatory Impact:
The proposed amendments are enabling only, therefore there are no anticipated costs or cost-savings associated with the proposed amendments.
