Summary of Decision:
The impact of the new and amended regulatory requirements under the CYFSA on licensed out of home care service providers will be minimal if they are complying with the licensing requirements set out in the CYFSA, its regulations, MCCSS directives and conditions on the licence and providing high-quality care to children and youth. The increase in cost to businesses is also minimal, assuming licensee compliance with existing requirements. Direct costs are limited to the administrative costs associated with the time and effort licensees would need to take to familiarize themselves with the amendments and changes to the licensing application form.

Summary of Proposal:
The Ministry of Children, Community and Social Services (MCCSS) is proposing to amend Ontario Regulation 155/18 - General Matters Under the Authority of the Lieutenant Governor in Council and Ontario Regulation 156/18 - General Matters Under the Authority of the Minister under the Child, Youth and Family Services Act, 2017 (CYFSA) to improve the everyday experiences of children and young persons in children's licensed residential settings by strengthening MCCSS monitoring and oversight of licensed settings, by enhancing timely access to health and safety risk information, and by increasing the suite of meaningful enforcement tools available to MCCSS when a licensed provider caring for vulnerable children and youth does not comply with licensing requirements.
