Summary of Proposal:
In March 2019, the government passed the Community Safety and Policing Act, 2019 (CSPA), as part of the Comprehensive Ontario Police Services Act, 2019. Once in force, the CSPA will replace the current Police Services Act (PSA). The CSPA is an opportunity to modernize policing and enhance community safety in Ontario.

As part of the work to bring the Act into force, the Ministry of the Solicitor General (SolGen) is working on regulations and standards on a number of matters.

At this time, SolGen is requesting public and stakeholder input on a proposed regulation related to the amounts payable by municipalities for policing from the Ontario Provincial Police (OPP).

Subsection 64 (1) of the CSPA, as amended by the Strengthening Safety and Modernizing Justice Act, 2023, provides that a municipality in the area for which the Commissioner has policing responsibility shall pay the Minister of Finance for the policing and court security that the Commissioner of the Ontario Provincial Police provides, in the amount and the manner provided by the regulations.

The proposed regulation would establish the framework for determining the amounts payable by municipalities for policing and court security rendered by the OPP. It sets out the calculation methodology and payment requirements that municipalities need to adhere to when remitting funds for the policing and court security provided by the Commissioner.
