Summary of Proposal:
In March 2019, the government passed the Community Safety and Policing Act, 2019 (CSPA), as part of the Comprehensive Ontario Police Services Act, 2019. Once in force, the CSPA will replace the current Police Services Act (PSA). The CSPA is an opportunity to modernize policing and enhance community safety in Ontario.

At this time, SOLGEN is requesting public and stakeholder input on a proposed regulation related to the Ontario Major Case Management (OMCM) Regulation which governs the daily operations of police services and their obligations in the most serious major case investigations for the early detection, prevention, and public protection from serial and predatory offenders. The proposed regulation will ensure standardized information sharing inputs and mitigate against delays of crucial information to support the early detection of serial and predatory offenders, ultimately, supporting public safety. The regulation will set out requirements enforceable by law for undertaking and managing major case investigations and using the approved software.

The proposed amendments to the Regulation will:
• Streamline processes and clarifying the responsibilities of investigators involved in major case investigations;
• Reduce the government/ ministerial risk of liability due to a delay in legislative processes;
• Support the early detection of serial and predatory offenders, ultimately, supporting public safety; and
• Improve compliance of software usage and accessibility for police services to share vital information.
