College of Psychologists of Ontario: Expansion of the Emergency Class Certificate of Registration

Summary of Proposal:
In Ontario, the regulation of health professions is based on a self-governance model. There are 26 health regulatory colleges governing 28 health professions under the Regulated Health Professions Act, 1991, (RHPA) and their respective health profession Acts.

The RHPA was amended in October 2022 to reduce barriers to registration and require Colleges to establish an emergency class of registration. To meet this requirement, the College of Psychologists of Ontario is proposing to:

1. Move the emergency class provisions pertaining to psychologists and psychological associates from O.Reg. 74/15 in the Psychology Act, 1991, to O. Reg. 193/23 in the Psychology and Applied Behaviour Act, 2021; and,

2. Amend its Registration Regulation made under the Psychology and Applied Behaviour Act, 2021, to create an emergency class certificate of registration for behaviour analysts.

The proposed regulation amendments are subject to prior review by the Minister of Health and the approval of the Lieutenant Governor in Council (LGIC).
Analysis of Regulatory Impact:
The proposed regulation amendment is not anticipated to result in increased administrative costs to members and/or businesses as it creates additional pathways for new health professionals to begin practicing their profession in Ontario.
