Summary of Proposal:
On November 28, 2023, the Ontario Court of Appeal set aside the Divisional Court's finding that the Mathematics Proficiency Test (MPT) was unconstitutional. The MPT requirement was developed in 2019. This test helped ensure that new teachers have basic competence in math, with the ultimate goal of strengthening student achievement in math.

There is a need to update the MPT requirements for Ontario applicants who will be required to complete the MPT prior to being certified by the Ontario College of Teachers at the beginning of the 2025 calendar year. The ministry welcomes feedback on new requirements and timelines for the MPT.

In addition, under Ontario Regulation 272/19 (Objects of the Office), the Education Quality and Accountability Office (EQAO) is responsible for developing and marking the MPT. The Ministry of Education is consulting on regulatory amendments to add administration of the MPT to the EQAO's responsibilities.

If the regulatory amendments are made, teacher candidates would be better prepared to teach math to Ontario students.

Analysis of Regulatory Impact:
The proposed regulatory amendments would require the EQAO to administer the MPT.

The proposed regulation would not create any fiscal impacts for the provincial government or test takers.
