Summary of Proposal:
The Ministry of Municipal Affairs and Housing (MMAH) is proposing to amend the Hazel McCallion Act (Peel Dissolution), 2023. The proposed amendments would:
-End the dissolution of the Region of Peel (Peel) which would maintain the City of Mississauga (Mississauga), City of Brampton (Brampton) and the Town of Caledon (Caledon) as lower-tier municipalities.
-Recalibrate the scope of the Peel Region Transition Board (transition board) to provide recommendations to the Minister of Municipal Affairs and Housing on the transfer of the following services ("the Services") from the Region of Peel: land use planning, water and wastewater, stormwater, regional roads, and waste management.
-The proposed amendments are being made to focus on making local government in Peel Region more efficient and responsive to the needs of residents and taxpayers. More specifically, that means:

-Accelerating the building of homes in Mississauga, Brampton and Caledon to increase housing supply;
-Reducing duplication and removing layers of bureaucracy from the administration of services;
-Ensuring the continuity of services for local residents; and
-Recognizing the importance of value for money, financial sustainability and high-quality services delivered in an efficient manner.
Analysis of Regulatory Impact:
There are no anticipated regulatory impacts of this legislative proposal. This proposal is consistent with the government's announced changes on December 13, 2023 to end the dissolution process and amend the transition board's mandate to provide recommendations to the government on the transfer of the Services.
