Summary of Proposal:
The province is considering issuing a voluntary basic non-driver photo card under the Photo Card Act, 2008 that would serve as photo identification for Ontario residents who cannot or have chosen not to drive, but who may still want a convenient wallet-sized card to use as photo identification.

The basic photo card would be issued as a convenience to the holder so they may conduct many business transactions that require the presentation of photo identification. We are working with stakeholders to ensure that the card meets their needs while also facilitating voluntary acceptance among business and government institutions.

This regulation amendment would, if approved, set out the regulatory requirements to obtain or cancel a basic photo card and include such things as: a description of the information about a person required at the time of application to obtain a basic photo card (such as name, address, date of birth, etc.), require that documents be presented to verify that information or updating that information, a description of essential processes for each stage of application, issuance, renewal, cancellation, etc., and a description of the qualifications and other requirements to be issued a card.
