Summary of Proposal:
Laboratory and Specimen Collection Centre Licensing Act
The Ministry of Health and Long-Term Care is proposing to amend Regulation 682 made under the Laboratory and Specimen Collection Centre Licensing Act to remove restrictions on the laboratory tests nurse practitioners may order for patients by eliminating the requirement for a list specifying which laboratory tests they may order.

Removing restrictions on the laboratory tests nurse practitioners may order for their patients would increase access to care in the province and support the delivery of more efficient and effective patient-centred care for Ontarians.

Public Hospitals Act
The Ministry of Health and Long-Term Care is proposing to amend Regulation 965 made under the Public Hospitals Act to enable nurse practitioners to:

- order treatment and diagnostic procedures for hospital patients; and
- complete Medical Certificates of Death in hospitals in accordance with the Vital Statistics Act and its regulations.

Enabling nurse practitioners to provide more services in hospitals would better utilize the competencies of these highly educated heath professionals and support the delivery of more efficient and effective patient-centred care in Ontario hospitals.

Health Insurance Act
The Ministry of Health and Long-Term Care is proposing to amend Regulation 552 made under the Health Insurance Act to align the regulation with:

- proposed amendments to regulations made under the Laboratory and Specimen Collection Centre Licensing Act that would remove restrictions on which laboratory tests nurse practitioners may order for patients; and
- proposed amendments to Regulation 965 made under the Public Hospitals Act related to the services nurse practitioners may order in hospitals.

These amendments would ensure that laboratory tests ordered by nurse practitioners in independent health facilities and health services ordered by nurse practitioners in hospitals are insured services for patients.
