Summary of Proposal:
In 2009, the government established the Commission to Promote Sustainable Child Welfare to work with Children's Aid Societies (CASs) and the Ministry of Children and Youth Services to support the financial sustainability and viability of CASs over the long-term and find better ways to do business, while protecting and supporting children and youth receiving services. The Commission has taken the first steps to initiate the amalgamation of some CASs. With the benefit of combined resources and streamlined services, kids and families will have better access to child protection services and supports.

The Commission has identified thirteen CASs as potential Phase 1 candidates for amalgamation based on the application of the Commission's sustainability criteria. These CASs, along with two additional CASs who are logical local partners for amalgamation, are currently engaged in amalgamation planning. As part of this initiative, the Ministry of Labour (MOL) is consulting on whether Ontario Regulation 458/97 should be amended to provide that the Public Sector Labour Relations Transition Act (PSLRTA) applies upon the amalgamation of two or more CASs that will be listed in the Regulation, where the listed CASs and their applicable unions have agreed that PSLRTA should apply to their amalgamation.

The PSLRTA creates a framework for addressing issues related to amalgamation, restructuring and integration of certain broader public sector entities. The list of CASs covered will include only those that: a) were identified by the Commission as Phase 1 candidates for amalgamation) or were identified as logical local partners for amalgamation; and b) the amalgamating CASs and trade unions have indicated their agreement that the PSLRTA should apply.

Public consultation on this proposal will run from April 14, 2011 to May 29, 2011.
