Summary of Proposal:
In Ontario, the regulation of health professions is based on a self-governance model. There are 21 health regulatory colleges governing 23 health professions under the Regulated Health Professions Act, 1991 (RHPA) and their respective health profession Acts. Health regulatory colleges operate at arm's length from the provincial government and independently administer their own internal processes.

Under the RHPA and the Optometry Act, 1991, the College of Optometrists of Ontario is responsible for governing the profession of optometry in Ontario. Under these Acts, the College of Optometrists of Ontario has the authority to make regulations prior to review by the Minister of Health and Long-Term Care and the approval of the Lieutenant Governor in Council. In accordance with this authority, the College of Optometrists of Ontario amended its Prescribed Diseases Regulation to remove the prohibition on optometrists treating patients by prescribing drugs.
